New or Changed Rules


New rules are those defined as effective within the last two calendar years and administered by the North Dakota Department of Environmental Quality.  New changes to existing rules are also included.

The Revised Total Coliform Rule (RTCR):

On February 13, 2013, the Environmental Protection Agency (EPA) promulgated the Revised Total Coliform Rule (RTCR). The effective date for the RTCR is April 1, 2016 and it will replace the current Total Coliform Rule (TCR). The RTCR offers a meaningful opportunity for greater public health protection beyond the current TCR. This will occur primarily through increased focus on the integrity of the drinking water distribution system. The Drinking Water Program is working with EPA to obtain state delegation for implementation of the RTCR. The Drinking Water Program will keep Public Water Systems updated as implementation procedures and forms are developed. For more details about the Revised Total Coliform Rule consult the Quick Reference Guide for the Revised Total Coliform Rule.
