The North Dakota Hazardous Waste Management Rules require regulated generators of hazardous waste to have
a site identification number.
Conditionally exempt generators of hazardous waste are exempt from this requirement.
Generators may not offer their hazardous waste to transporters who have not received an
identification number and a transporters permit.
Neither may a generator offer their hazardous waste to treatment, storage or disposal facilities
that have not received an identification number and
applied for a permit.
North Dakota uses the federal notification form for RCRA subtitle C
(hazardous waste) activity.

The State of North Dakota has
opted into myRCRAid. myRCRAid is a component of
the RCRAInfo Industry Application (RIA) which allows RCRA sites
(generators; treatment, storage, and disposal facilities;
transporters, et. al.) to submit the 8700-12 (RCRA Subtitle C Site
Identification Form) electronically to the state. To register for
an account, go to
https://rcrainfo.epa.gov/rcrainfoprod, click “Register” and
select “Industry User”. If you have credentials for EPA’s Central
Data Exchange (CDX) or have already created an account for the
RCRAInfo Industry Application, enter those credentials in the URL
specified above. Otherwise follow the instructions for registering
for an account. The RCRAInfo Industry User Registration e-learning
course (rcrainfoindustry.learningzen.com)
is available to assist you with the registration process. You will
need to establish a free account within LearningZen to access this
course and other courses associated with the RCRAInfo Industry
Application. A complete user’s guide is available within the
application by clicking “Documentation” from the main navigation bar
and selecting “Help”.
